Fukuyama: Bring back the state

Francis Fukuyama: "It turns out that privatisation, while reducing the scope of states, takes a fair amount of state capacity to implement cleanly." I have the impression that many of the Peace Studies students I have had the priviledge to work with in the last few years would cheer that someone has noticed.
