old and new Russia

As the gap between Russia's rich and poor grows wider, a new phenomenon is emerging: "children from behind the fences".

What I find interesting are the hints that this is a factor in disintegrating further social cohesion with deleterious effects on crime etc which in turn further fuels wealth flight and the effect on the personality of those formed in childhood by being in a gilded cage. Now I can't determine the ideological freight in this remark but it is chilling.
Prof Surnov says such a life is "killing children's personalities". He adds: "It doesn't matter if you're in a gilded cage or a stone one if your mind is dead."
The direction of the way that these kids will sin is being vitally and predominantly determined by their upbringing....

"Spend and tax" not "tax and spend"

I got a response from my MP which got me kind of mad. You'll see why as I reproduce it here. Apologies for the strange changes in types...
