At first sight this might look a bit like a goodies versus baddies article with the USA wearing the black hat. However it is one of those differences of opinion where it is hard to balance the pros and cons of each side. I have to say that I'm sympathetic to the USA's positition favouring evolution and being suspicious of the agenda of some of the countries concerned. On the other hand it is not good that the internet be in the hands effectively of one nation.
Viviane Reding, European IT commissioner, says that if a multilateral approach cannot be agreed, countries such as China, Russia, Brazil and some Arab states could start operating their own versions of the internet and the ubiquity that has made it such a success will disappear.
