"Eco-Paver", Water Retentive Blocks

Just watching the news about flooding in parts of the UK, thinking that perhaps the restoration of the land's ability to soak water up might be an important strategy, seeing as a lot of flooding is made worse by run-off in urban areas ... so this would seem to be a way forward.
