And linkedly: here's an article on carbon trading which is shortly to be part of Britain's scene and an idea of how to individualise it. In fact it produces the only argument for a national identity card that I think has any real merit -though whether it would offset the concerns about fraus and civil liberties that otherwise dog the discussion ....
