Several US states are trying to get the clean air act [already on the statute books] defined to include CO2. "The states say that carbon dioxide - which is produced by burning fossil fuels - can harm people just as much as the substances traditionally thought of as pollutants, because it is a greenhouse gas that traps heat on earth and thus causes climate change." We'll have to see how they do, but #I ould expect strong resistance and you can see that there are potential lines of defense to be explored. However, it could be a way to get a tacit Kyoto agreement from the USA and the arguments will be very revealing. Watch this one; I will be.
